Planning and Zoning Department

The Planning and Zoning Department is responsible for the day-to-day implementation of the City's Codes as they pertain to the orderly regulation and control of the City. The Department provides professional assistance to the Board of Adjustment, Planning and Zoning Commission, and the City Council on all zoning and land use matters. The Department is also responsible for the preparation, maintenance, and revision of community plans and ordinances.

Planning and Zoning Commission

The Planning and Zoning Commission reviews subdivision and zoning applications and development proposals, and formulates recommendations for the City Council. The Planning and Zoning Commission consists of seven members who are appointed by the City Council. The Commission meets the 1st and 3rd Tuesdays of each month at 7:00 P.M. at City Hall in the City Council Chambers, 697 Vista Avenue, Page, Arizona.

Board of Adjustment

The Board of Adjustment was created to provide a means to deal with unanticipated hardships and is a quasi-judicial, not a policy-making body. The Board of Adjustment hears and decides appeals for variances from the terms of the Zoning Ordinance and decides appeals in which it is alleged there is an error in an order, requirement, or decision made by the Zoning Administrator. The Board is made up of five members and is appointed by the City Council. The Board meets as necessary.

General Plan

The General Plan is a statement of policy and an expression of how the community wants to develop. The plan is a comprehensive vision to guide intelligent and informed decisions about growth in the City of Page. The General Plan is a flexible document to accommodate change while balancing the welfare of the community.

There are four major elements in the General Plan:

1. Land Use
2. Economic Development
3. Circulation
4. Public Facilities and Service

Zoning Ordinance

The purpose of the Zoning Ordinance is to promote the health, safety, convenience and general welfare of the citizens of Page. The Zoning Ordinance helps facilitate the orderly growth of Page to ensure the adequate provisions for transportation, water, sewage, parks, and other public facilities. The Ordinance also helps prevent overcrowding of land and undue concentration of population, provides secure safety for fire and other dangers, lessens or avoids congestion in the streets, and provides for adequate light, air, and privacy. The Ordinance also promotes development that is in accordance with the General Plan. An official Zoning Map has been established to show the locations and boundaries of the many different zoning districts within the City.

Gateway Plan

The Gateway Plan is a specific development plan and was established to help create quality development projects along the entryways into our community. The requirements of the plan are only applicable to the land within the boundaries of the Gateway Plan area which encompasses the land along Highway 89 and along North and South Lake Powell Boulevards near the intersection of the Highway. The purpose of the plan is to maintain a high degree of quality for development projects and requires that principles of good design are applied to each aspect and component of the development and to the way the entire development fits into the community. A performance rating system is used to determine if a project meets the intent and vision of the Gateway Plan.

General Development and Subdivision Regulations

The General Development and Subdivision Regulations are a necessary and integral set of procedures and requirements developed in conjunction with the Zoning Ordinance and are necessary for the implementation of the City General Plan. The regulations seek to ensure that subdivisions provide streets of adequate capacity and that are designed to promote a safe circulation system, provide for water supply, sewage disposal, storm drainage and other utilities and facilities, and facilitate the transfer of lands having accurate legal descriptions.
