The City of Page has eleven (11) advisory Boards. Appointment to these Boards is made by the City Council. Each board works with and advises City departments and/or the City Council on related issues. Individuals and groups may present issues to any of the advisory boards as each provides opportunities for public comment at its meetings. Becoming a member of an advisory Board is an excellent way to become active in the decision-making process of City government and offers citizens an opportunity to participate in areas of individual interest. All positions are voluntary and vary in their length of terms and time commitments.

Generally applicants for advisory Boards must be eighteen (18) years of age and reside within the Page City limits. If you are eligible and wish to apply, you need to complete the "City of Page Board Appointment Application." You may apply for more than one Board. Next, answer the questionnaire for each Board for which you wish to apply. Submit your application by the deadline to the City Clerk's Office at 697 Vista Avenue (P.O. Box 1180), Page, Arizona 86040. Once the City Council has voted and adopted the appointment, each application will receive a letter notifying him/her of his/her appointment status. Your application will be kept on file in the City Clerk's office for one year, and you will be considered for an interim vacancy that may arise during the year. If a vacancy occurs, you will be contacted and asked if you wish to have your application considered for the new vacancy.

Airport Board

The Airport Board is comprised of seven (7) citizens appointed for staggered three (3) year terms. The Airport Board is an advisory board to City Staff and the City Council on matters that concern the Page Municipal Airport and aviation within the Page area. The A    irport Board meets on the second Monday of each month. The Airport Director is the City coordinator for the Airport Board and prepares agendas and provides the backup material for its meetings. The Airport Board is primarily concerned with promoting air carrier and general aviation for the City of Page and the surrounding area. Projects for improving the airport and operational policies are all reviewed the Airport Board prior to being sent to the City Council for consideration.

Board of Adjustment

The Board of Adjustment is comprised of five (5) citizens appointed for staggered three (3) year terms and serves the following functions:

Adjustment: The Board of Adjustment meetings are held on the first and third Thursday as necessary when appeals have been filed. Duties are to hear and decide appeals for variances from terms of the Zoning Ordinances and to hear and decide appeals in alleged error in the order, requirement, or decision made by the Zoning Administrator.

Appeals: The Board of Adjustment has the authority to hear cases in which a citizen wishes to overturn the decision of the Building Official on matters pertaining to the adopted Uniform Building Codes. The Board of Adjustment does not have the power to hear variances on individual cases. The Board of Adjustment is primarily concerned with code interpretation and alternate use of building materials whenever a request is denied by the Building Official. The Board of Adjustment is trained in the Uniform Code and members should have a background in building construction or design. Occasionally, the Board of Adjustment may be used as a review Board to recommend Code changes.

Fire: The Board of Adjustment hears matters on petition by a citizen when an interpretation or ruling is needed on the Uniform Fire Code. When such a request is filed, the Board of Adjustment sets a meeting date and information on the reason for the interpretation under consideration is presented in report form by the Fire Department. The petitioner presents information in the hearing, and the Board of Adjustment makes a ruling based on its findings after considering the information and the wording of the Code.


Industrial Development Authority

The Industrial Development Authority consists of five (5) citizens appointed for staggered six (6) year terms. This Authority was established under the Arizona Revised Statutes to allow government bonds to be issued for economic development, to listen to requests from businesses and individuals regarding assistance for capital acquisition and other financing debt needs, and to assist economic development in the City of Page.


Library Board

The Library Board is comprised of seven (7) citizens appointed for staggered three (3) year terms. The Library Board is appointed as an advisory board. The duties and responsibilities of the Library Board are to assist and advise the City Council and City Manager in matters relating to the Page Public Library including, but not limited to, formulation of long-range goals and objectives; assistance in maintaining public support; review and approval of special services and programs; and budget review and endorsement.

Municipal Property Corporation

The Municipal Property Corporation is composed of five (5) citizens appointed for staggered three (3) year terms. This non-profit corporation was established by the City Council of the City of Page in order to allow a financial vehicle for capital improvements within the City of Page.

The Page Electric Utility (PEU) Board is made up of six (6) members who must be residents of Page. Five (5) members who are not City Council members are appointed for staggered five year terms by Resolution of the City Council. The sixth member is the Mayor who serves during his/her term as an ex officio member without the privilege of voting. Ordinance 128 established the PEU Board as an independent body separate and distinct from the City Council and from the administrative offices of City government to operate the Page Electric Utility. The PEU Board has general powers to operate the system, appoint a general manager, and recommend rates, fees, and charges for services rendered by the system for adoption by the City Council. The PEU Board meets at least twice monthly. The regular meeting is normally held the second Tuesday of each month at a time and place designated in the meeting announcement agenda.

Page Senior Center Operating Board

The Page Senior Center Operating Board is comprised of nine (9) citizens appointed for staggered three (3) year terms. The Page Senior Center Operating Board is responsible for managing a definite program for the competent operation of the Page Community Center. Board members must be 52 years of age or older and at least six (6) members must be residents of Page.

Planning and Zoning

The Planning and Zoning Board is comprised of seven (7) citizens appointed for staggered three (3) year terms. The Planning and Zoning Board assists and advises the City Council in furthering the goals and objectives of the Master Plan; fulfilling the requirements as specifically stipulated in the Zoning Code; and completing the tasks in the General Development and Subdivision Regulations. Tasks include, but are not limited to, issuance of conditional use permits, recommendation in the sale or lease of City land, approval of subdivision plats, and recommendation of changes to Zoning Regulations and Zoning district classifications.


Public Safety Retirement Board - Police and Public Safety Retirement Board - Fire

The Public Safety Retirement Board - Police and the Public Safety Retirement Board - Fire are two (2) separate Boards which are composed of two (2)appointed citizens and two (2) elected representatives from each group. The appointed citizens are on both Boards. The citizens and representatives are appointed for staggered three (3) year terms.

The Public Safety Retirement Board - Police and the Public Safety Retirement Board - Fire work directly with the Personnel Director to administer the Public Safety Retirement Plan for the City of Page Police and Fire Departments. These Boards hold an annual meeting as well as special meetings on an as needed basis to approve items such as new enrollments, transfers, withdrawals, and retirement benefits for any employee within the Public Safety Retirement System.


Golf Advisory Board

This advisory board is comprised of five Council appointed citizens for staggered three year terms. The board is appointed as an advisory board. Its duties and responsibilities are to assist and advise the City Council and City Manager in matters pertaining to the Lake Powell National Golf Course, including, but not limited to: assessing the golf industry generally, recommendations pertaining to course planning and maintenance, revenue sources, marketing strategies and promotion.

Tourism Board

The Tourism Board is made up of five (5) council appointed voting members appointed for various term lengths. The Tourism Board is responsible for encouraging and recommending funding for Special Events that benefit the City of Page, its residents, and its visitors. The Tourism Board develops and implements marketing and advertising programs on an as required basis to ensure the economic vitality of the City of Page as a tourism hub, recommends an annual proposed budget for expenditures for the next fiscal year; and furthers the promotion of tourism and special events in the City of Page.
